Dr. Minella Alarcon reviewed the operations and activities of the Office, including the very promising HEA(N)TOS project. She reported also on her meeting with the Ministry in Japan regarding the future funding and mission of the Regional Networks that received Japanese Funds-in-Trust for their activities. Funding was decreasing ( 1999 $20,000; 2000, $12,000) and the sponsors were disappointed at "no significant outputs". There was a clear need to convince them regarding the accomplishments of the Regional Network for the Chemistry of Natural Products. She reported that the Board of this Regional Network had agreed to the review of the Network and that she was seeking funding to carry out this important review. The Objectives of the Review, which would apply also to the Regional Network for Microbiology, were as follows:

  • to assess and evaluate the achievements of the Networks over the years
  • to find new directions and innovative modes of networking and cooperation
  • to consider projects that are possible basis for collaboration, such as

1. discovery and development of drugs for tropical diseases

2. international collation of traditional and Folk Medicines.

The review process would include external evaluators such as former National Points of Contact(NPC), representatives of the Japanese National Commission, ACGC, UNESCO, some present NPCs and non-NPC country representatives. The present NPCs will prepare, gather and provide the required information for assessment and evaluation.

Professor Taylor reported briefly on the previous review which had taken place 15 years ago. There was general discussion of the guidelines and the preparation of submissions by NPCs. Outcomes of the Network activities that should be highlighted would include research visits, patents, publications, workshops and training courses. There were suggestions of more specific reporting e.g on some specific new compound with new biological activity. Suggestions for future development of the Network included multimedia and a 'knowledge based' modality.

The meeting noted the need for a budget and time scale for the Review. The Network's new Executive Director was Prof Amy Guevara of the Philippines. It was suggested that members from non-SEAsia Networks could contribute to the Review, e.g. LANBIO and NAPRECA in Africa.

A key question for the future development of the Network is its membership: would Bangladesh and Iran be included ? It was agreed to discuss this matter at the next ACGC meeting, scheduled for November, 2000 in Bangladesh.

The meeting proposed the following working group to develop the Terms of Reference of the Review:

These ToRs and the accompanying Review Statement about the Review Process were to be completed by the end of October 1999.

Dr. Alarcon provided a list of Basic Sciences Meetings sponsored through the Jakarta Office (See Attachments ). She noted in particular item 15 : Workshop on Molecular Basis of Biodiversity, held in Bangkok, November 1999 and the Workshop/Training Course on Maintenance and Repair of Instrumentation held in Phnom Penh, Cambodia, December 1999. This latter activity was organised by the Asian Network of Analytical and Inorganic Chemistry (ANAIC). Another ANAIC activity proposed was on the tertiary chemistry curriculum, to be held in Laos in 2000.
