Minutes
1. Opening Remarks 
Prof Barry Noller, President of FACS expressed his warm welcome to representatives from Korea, Prof. Kyung Byung Yoon and Prof. Junshun Suh as well as welcome two local representatives: Prof Ken Ghiggino and Prof. Tom Spurling and EXCO members coming to the meeting and declared that the 43rd EXCO meeting in Melbourne officially opened at 9:30 AM on May 24th, 2003. 

Prof. Noller then said that due to SARS virus crisis in Taiwan, Dr. Johnsee Lee, Past-President and Prof T.J. Chow, Chairman of Publications, both can not get out Taiwan (or get in Australia without quarantine) and be with us in Melbourne today. However, at various times during the meeting, with telephone link up, Dr. Lee and Prof. Chow will be made available and be brought into the discussion at the EXCO meeting. 

Prof Noller then introduced KCS's representatives Prof. Kyung Byung Yoon, Sogang University, Korea and Prof. Yunghun Suh, Seoul National University, Chairman of the 11ACC Organizing Committee to the FACS Executive Council members: Prof Ho Sy Thoang (Vietnam), President-Elect; Dr. San Thang (Australia), Secretary-General; Dr. Masato Ito (Japan), Coordinator of Projects; and Dr. Ting-Kueh Soon (Malaysia), Treasurer. He then introduced Prof. Ken Ghiggino, Head of School of Chemistry, University and Prof. Tom Spurling, former FACS President, current Professor at the Swinburne University.

A quick phone call then made to Taiwan to Dr Johnsee Lee, to hear a few words from the Past President.

After the formal greeting, Prof Noller then said, he was very pleased to RACI making this 43rd EXCO Meeting in Melbourne possible. In addition, coincided with the RACI full Council meeting here in Melbourne, it allowed the interaction between RACI and FACS EXCO Members stronger and closer. Prof. Noller mentioned that an invitation from RACI to all delegates here today to attend a dinner at 7:00PM to meet with the RACI full Council Members. 

Prof Noller then called upon Prof. Ghiggino to make a welcoming speech.

2. Welcome from Prof. Kenneth P. Ghiggino, University of Melbourne
Representing Prof Frank Larkin, Vice Chancellor of University of Melbourne, who is also a professor in chemistry, overseas at the moment, Prof. Kenneth P. Ghiggino, Head of School of Chemistry, University of Melbourne gave his warm welcoming speech to Delegates. He urged Delegates that after the Meeting take some time off and visit the campus, the School of Chemistry, the University Square outside the Melbourne Business School and touring the city. On a personal note, Prof. Ghiggino said that he has had a strong and long term friendship with fellow academics and scientists in Asia.

After Prof Ghiggino's remarks, Prof. Noller called upon Prof. Suh to say a few words. 

To conclude all the opening remarks, Prof. Noller announced that a group photograph will be taking before the morning tea's break so that both Prof Kenneth P. Ghiggino and Prof. Tom Spurling feel free to leave if they wish after taking the photograph. However, Prof Spurling said that he will stay until lunch time and wish to be part of the discussion of FACS Awards/Citations and FACS Foundation matters. 

For the Meeting Agenda, there is no change in the 43rd EXCO initially proposed Agenda, but the items 13 and 16 will bring forward for discussion in the morning session to accommodate the presence of Prof. Spurling.

Apologies
As said earlier on by Prof. Noller, due to SARS virus still affecting Taiwan, both Dr Johnsee Lee and Prof TJ Chow will only be taking part of the meeting via telephone conferencing. Dr. Alison Green, Editor of the Australian Journal of Chemistry will join the meeting after lunch and will take part in the discussion when Prof Chow is presenting his item 12 on the Agenda.

3. Approval of Minutes of 42nd EXCO Meeting
The minutes of 42nd EXCO Meeting held at the Conference Room, Level 5, Best Western La Vinci Hotel, 54 Kawran Bazar C/A, Dhaka, Bangladesh, January 10th, 2003 were approved and accepted as presented. It was moved by Datuk Dr Ting-Kueh Soon (Malaysia) and seconded by Dr. Masato Ito (Japan).

Matters arising from the 42nd EXCO Minutes were:

  • P.9: FACS Citations for Contributions to Chemistry and the Chemical Profession. FACS Sub-Committee of Judging Panel reconsiders the matter of awarding the Citations. 
  • Rules number 6: "...shall be based upon the significant service to the FACS in any of the following areas:...". This will under discussion again in item 13 today. 
  • P.22: the recipients of Citations: Prof. Akimoto of Japan (CSJ) and Prof. Goh Suat Hong of Singapore (SNIC). This will under discussion again in item 13 today.
  • P.21-P.22: Confirmed all Awardees accepted the FACS Awards.
  • P.23: Other Business - Dr Soon will represent FACS in attending IUPAC World Leadership Meeting.
  • P.23: Any proposals for amending FACS Statutes,...Secretary General received one proposal from IKM on March 15th 2003 and two from RACI also in March 2003.
  • P.24: An article about Prof. Ramakrishna will be written up and published in the next issue of FACS Newsletter.

4. Report of President
Prof. Noller said that immediately after the 42nd EXCO meeting on January 10, 2003 in Dhaka, the following three days, he and the EXCO members attended the 25th Silver Jubilee Conference of Bangladesh Chemical Society, a significant event of its own right for Bangladesh and for the Bangladesh's chemists. In March 2003, Prof. Noller said that he was privileged and been invited as President of FACS to attend the 125th Anniversary of the Chemical Society of Japan in Tokyo. This was a very impressive function. It was attended by the Emperor and Empress of Japan and together with several dignitaries in Chemistry, many representatives of other Chemical Societies. There were five Nobel Laureates presented, including the host Prof Noyori, President of CSJ, Prof. Jean-Marie Lehn, Prof. Y.T. Lee, Prof. Roald Hoffmann and Prof. Sir Harold Kroto, President of the Royal Society of Chemistry. Prof Noller then named the IUPAC President and several Presidents of different Chemical Societies (France, Germany, Korea, China and Taiwan) and ACS President...also presented at the ceremony function. 

Two week after the trip to Japan, also in March, Prof. Noller was in Malaysia for the Forest Fire Meeting at the Ministry of Science, Technology and Environment. 

With the SARS Virus that is a serious matter. Prof. Noller said he will dedicate a whole item 7 on the Agenda today to deal with the issue. 

Finally, Prof Noller said that he was pleased the RACI did support him and have the EXCO Meeting organized today and everyone can come to this EXCO Meeting.

5. Report of President-Elect
Prof. Ho Sy Thoang said that he was mainly concentrated on the organizing the 10th ACC and the 8th Eurasia.

6. Report on 10ACC and 12th GA
Prof. Ho Sy Thoang, Chairman of National Organizing Committee, reported on the progress of the 10th ACC and 12th GA as also part of his report of President-Elect (item 5). 

Prof Thoang said that a small group of staffs from the Organizing Committee met each week to deal with issues arrived. Prof Ho Sy Thoang found Prof Bertini, President of Eurasia, a person very difficult and inflexible to deal with in terms of co-organizing certain things between 10ACC and 8Eurasia. 

The second circular for 10ACC has now been circulated from the Secretariat of CSV. Letters have been sent out to all Plenary Speakers, no replies received so far. However, according to Prof. Noller, all three invited Nobel Laureates indicated to him in Japan a while ago that they all would come to Hanoi for the 10ACC in October 2003.

The Program of 10ACC will consist of 7 mini-symposiums and 6 sessions, in that three will coincide with Eurasia program and they are: computational, Environmental Chemistry and Green Chemistry. Prof Ito will say something related to the Program shortly in his section of Report by the Coordinator of Projects.

Prof. Bertini of Eurasia wants the Congress banquet be held on the last day (24/10/2003) after the conclusion of the 10ACC (23/10/2003). (Note: the program of Eurasia ends on 24/10/2003).

Hotels: there are varieties of hotel accommodations available to participants ranging from Daewoo Hotel (USD 65, 75), Baoson Hotel, and Mini-hotels (USD 17-21).

Registration fees: will be waived for all invited speakers. 

Datuk Dr Soon said that he has managed to get a big group of people from Malaysia (IKM) to attend. Prof Ho Sy Thoang replied and agreed that a USD50 discount will apply to this big group of people's registration fee. However, Dr Soon said that the 10ACC should still charge in full of their registration fee, but allow the so-called 'tour group' people from Malaysia to attend the openings and the Congress banquet.

Prof Ho Sy Thoang informed the EXCO that the Deputy Minister, Ministry of Industry, HE Prof. Nguyen Xuan Thuy will come to the Opening. He is not so sure whether the Minister will use English or not on the occasion. If not, there will be a text translation to English and will be given to all participants.

In the coming months, the Organizing Committee will approach different Organizations, companies about 'Trade Exhibition' at the 10ACC.

A generous hospitality will be provided by the CSV towards FACS EXCO Members and FACS Awardees. This will extend to FACS Project Directors. 

Prof. Noller mentioned that the Australian Ambassador, Mr. Joe Thwaites would visit.

12th General Assembly: will be on October 20, 2003 for a whole day starting from 10:00AM.

Opening program for the 10ACC: Firstly, Prof Ho Sy Thoang will make a welcome speech, then follows by Prof Noller, President of Eurasia, and the VIP such as Deputy Minister Nguyen Xuan Thuy.

Welcoming Party: will be on the evening of October 20, 2003.

10ACC Student (or Young Scientist or Young Chemist) Prizes: Dr Alison Green of the Australian Journal of Chemistry agreed to provide three Awards to the best three presenters (one oral and two posters), based on originality, quality and overall quality in presentation. The prize consists of USD100 plus a free one-year subscription of the Australian Journal of Chemistry (printed copy and on-line) plus a certificate. The Prize winner will be judged by a panel of 5 people and the Awards will be announced at the closing ceremony or at the banquet.

7. Current Status of Conference Availability (SARS Virus Issue)
The matter of the SARS virus and its possible impact on the holding of the 10ACC (and EURASIA conference) at Hanoi, Vietnam 20-24 October 2003 were discussed.
Prof. Noller mentioned the following details which are available through public information: 

  • Current information on the extent of occurrence of the SARS virus as reported by the WHO on the internet on http://www.who.int/csr/sars/en/ including guidelines for persons attending public meetings.
  • The specific situation in Vietnam where there was only one "index case" and there has been no further infection in the last 20 days. All under control in Vietnam for SARS.
  • A pattern of enhanced control is emerging in China, Hong Kong and Taiwan. The current risk to people from SARS is therefore declining but not yet completely eliminated.

In order to allow for the consequences of both an improved situation and a future, unpredicted deterioration of the situation it was recommended at the 43rd FACS EXCO meeting:

  • To proceed with holding the conference; and
  • To review the situation during the week of 15 July 2003 and to confirm the decision to proceed with holding 10ACC or otherwise if the situation has deteriorated.

Action: It was decided that Prof. Noller will put out a statement in our FACS web page related to the SARS Virus and its impact to the 10ACC. The Secretary General will relay this information to all member Societies.

8. Report on 11ACC and 13th GA
The Korea Chemical Society (KCS) representative at this EXCO, Prof. Kyung-Byung Yoon presented the progress report on 11th ACC and 13th GA.

9. Report by Secretary General; Correspondences

  • The Secretary-General has written official letter informing winners of each of the FACS Awards. The letter stated clearly to the Awardees about the expectation, requirement and benefits of winning a FACS Award. 
  • Held discussion with Dr. Alison Green of The Australian Journal of Chemistry (AJC) and secured the sponsorship of AJC's student prizes for the 10th ACC. 
  • Talked with the RACI Accountant, Ms Hilda Zhang upon return from Bangladesh, correcting the error reported (last balance Dec 31 2002: FACS Account kept in Australia).
  • While visited Hong Kong in early March 2003, The Secretary General has made contact with Prof Henry N.C. Wong of the Chinese University of HK, and through him, Dr Thang met the new Chairman of the HK Chemical Society, Dr Wa-Hung Leung of The HK University of Science & Technology.

10. Report by Treasurer
The Treasurer, Datuk Dr Ting-Kueh Soon, presented a detailed report on financial matters to the EXCO. The Treasurer's Report was moved by the Secretary-General, Dr San Thang (Australia) and seconded by the Coordinator of Projects, Dr. Masato Ito (Japan).

At the 42nd EXCO meeting in January 2003, the EXCO agreed fully the resolutions put forward by the Treasurer that the FACS account kept in Standard Chartered Bank in Kuala Lumpur, Malaysia be closed and a new account be opened. The Treasurer carried out such action and after closed all previous FACS accounts in Standard Chartered Bank (Malaysia), now it is operated under one account in May Bank. The FACS Account was recorded with a total balance of RM 76,456.59 as of April 8th 2003. The Treasurer has gone through the explanation of the receipts and payments in detail to clarify the final balance figure of the FACS account kept in IKM. 

Again, The Treasurer raised the unpaid subscription fee by the Russian Chemical Society since 1989. Therefore, the Russian Chemical Society has been downgraded to Observer status.

11. Report by Coordinator of Projects
Dr. Ito, Coordinator of Projects reported a comprehensive summary of Projects as always and is listed below: 

Guideline for the application of the (continuation / renewal / starting) of FACS Projects and Sub-Projects in 2004-2005 (2nd Draft)

11.1. Outline of FACS Projects
11.1.1 Objective: Projects and Subprojects are aimed at activation of the specific fields of chemistry in the Asian Pacific region by enhancing international activities, such as communication and information exchange, symposia and workshops, preparation and organization of network, under the banner of FACS. They should work in cooperation with other FACS activities, such as organization of Asian Chemical Congress and publication of FACS Newsletters, as well as with international activities held by FACS member societies and their members. Through these activities, they should contribute to the progress of chemistry and societies in the Asian-Pacific region.

11.1.2. Structure: The official staffs of a Project consist of one Director and one Co-Director, while the official staff of a Sub-Project consists of one Director. It may have substructures as necessary. 

11.1.3. Project Term: Project term is two years. It starts in January of the year next to ACC.

11.1.4. Seed money: FACS prepares seed money for Projects and Subprojects. Seed money for a Project is 500 US dollar for a year, while that for a Sub-Project is 200 US Dollar for a year.

For the "Duties of the Project Director s and Co-Directors" and the "Guideline for the Use of Seed Money", please refer to the "FACS Projects" page of the FACS web page (http://www.facs-as.org/).

11.2. Guidelines for Application
Those who wish to apply for continuation, renewal, or starting of a FACS project are requested to submit a written application in line with the following guideline to the FACS Executive Council (see 2.6 Address for Submission). 

11.2.1. Name of Project/Subproject: The name shall be brief (in two to five words) but clearly describing the profile of the project.

11.2.2. Staffs and Structure: Both the Director and Co-Director should be a member of the societies of FACS active membership. The two should belong to the different societies. Also briefly describe the sub-structure of the project, such as supporting staffs and cooperating groups/organizations as appropriate.

11.2.3. Proposal of Activities and Expected Outcome: Solid proposal for activities during the project term. The activities planned beyond 2005 may also be included. Note in this case, however, that even if the project is approved, it does not mean that the project shall be extended without application and review after two years.

11.2.4. Financial Briefs including the use of Seed Money: The seed money is just a 'seed' and the project is strongly encouraged to collect outside funds. Proposal of the use of seed money should also be described.

11.2.5. Recommendation: Although recommendation is not a requisite, a list of person(s) (with their contact addresses) who are willing to recommend the project and its staff candidates will help the EXCO to consider, in particular, the new project. The person(s) shall better belong to the FACS member societies other than the societies to which the staff candidates belong. 

11.2.6 Address for Submission: The application is submitted either in an electronic (text, html, Word 98, or pdf file) or printed form to the FACS Coordinator of Projects:

11.2.8 Results: Applications are examined by the FACS Executive Council and the results will be announced soon after the 10th Asian Chemical Congress (in Hanoi Vietnam in October 21-23, 2003). 

11.2.9 Note: Those who are preparing the application, in particular for starting of a new project, are encouraged to visit the above FACS web page and refer to the list of the current projects. Also please do not hesitate to contact with the Coordinator of Projects.

12. Report by Chairman of Publications
Via telephone conference, Prof. Tahsin J. Chow, Chairman of Publications presented a tentative content of FACS Newsletter issue 2003/No.2 which is to be published in late August 2003 prior to the 10ACC in Hanoi. Members of EXCO at this meeting endorsed and accepted the proposal put forward by Prof Chow. Dr Alison Green, Editor of the Australian Journal of Chemistry (arrived at lunch time) also joined in for discussion.

Report on Publications:

  • The first issue of Newsletter in 2003 has been printed out in February and mailed to all Member Societies as well as life members. The next issue is scheduled to come out by the time of 10ACC, hopefully we'll be able to distribute it to everyone participating 10ACC. Prof. Thoang estimated about 500 copies needed for on-site distribution.
  • A tentative contents for the coming issue is outlined on the next page. I'll be grateful to the person who is responsible for collecting the materials, Special thanks to San and Masato for their assistance on collecting both the articles of FACS awardees and annual project reports. The deadline for contributed articles is set on July 31st, while a short grace period may be allowed in August. 
  • The electronic version (.pdf file) of last issue will be sent to Prof. Li (ChIN) for publication on the web. Dr. Thang requests for an updated list of all life member to whom we have sent the publications.
  • Concerning the budget, for last issue our editing office has received USD 1000 from CSIRO, 500 from our Treasure, and 800 for ads. For printing 1100 copies we've spent TWD 60,000, in addition of 30,000 on mailing cost (ca. 35/1 conversion rate for TWD/USD). The Chemical Society in Taipei has made up the gap. Another amount of USD 1000 from CSIRO and 500 from our Treasure are expected for the cost of next issue.

13. FACS Awards/Citations 2003

2003 FACS Award for Distinguished Contribution to Advancement in Chemical Education: 
Awarded: Associate Professor Charles Fogliani of RACI

Regarding the Citations, the unresolved matter left from the 42nd EXCO meeting in Dhaka has now been resolved at this 43rd EXCO. Via telephone linked up with Dr. Johnsee Lee, Prof. Noller and Prof Ho Sy Thoang (the Sub-Committee of Awards/Citation Judging Panel) reconsider the issue. Subsequently, Prof. Noller nominated and the whole EXCO Members presented at this EXCO, agreed unanimously to award:

FACS Citations for Contributions to Chemistry and the Chemical Profession to
Japan (CSJ):  Prof Hajime Akimoto
Singapore (SNIC):  Prof Goh Suat Hong
A Citation is also awarded to Prof. Krishna Sane of India for his significant contribution to chemical profession and to FACS.


Prof. Tom Spurling (RACI) suggested that the "FACS Citation for Contribution to Chemistry and Chemical Profession" did not mention 'service to FACS' at all (page 9, 42nd EXCO Meeting Minutes), it is worthwhile to change to "FACS Citation for Contribution to Chemistry in the Asia Region". An amendment to rules has been put forward as follows:

  • FACS Citation for Contribution to Chemistry in the Asia Region Amendment to rules
    1. The FACS will award up to three Citations at each Assembly.
    2. The Citations are to recognize Chemists who have made substantial contributions to chemistry through the activities of the Federation.
    3. The substantial contribution will have been made over at least two of the administrative cycles of the Federation and will have assisted the development of chemistry in more than one of the countries of the Federation.

Prof Spurling also raised the matter of FACS Fellow, nothing done in this regard since 1993 and suggests that this should be reconsidered at the General Assembly in Hanoi in October this year.

Action:

  • Secretary General writes to each Awardee ask for their biography and statement.
  • Preparation of Awards' plaques (a total of seven) - IKM/Treasurer.
  • Formal words (text) put in the Award plaque - Prof. Noller.

14. New Membership Initiatives
Discussion was around North Korea as potential target as a New member of FACS. This is a sensitive issue. There is a possibility to use UNESCO in Jakarta, inviting North Korean chemists to take part at the next 10ACC. 
Both Cambodia and Laos become members of FACS in the future were also discussed.

15. Review of FACS Function
Prof. Noller informed EXCO that the FACS Operations Manual is currently being put together as a draft and is in good progress. 

There are proposed changes in FACS Statutes in relation to FACS Council put forward by IKM:

  • 4. Administration and Governance
    4.1 The Council
    Present:

    The Federation is governed by the Council, which will meet annually to discuss its present and future activities.
    Proposed Amendment:
    The Federation is governed by the Council, which will meet at least once in two years to discuss its present and future activities.

16. FACS Foundation
Prof. Noller gave the background information about FACS Foundation. With the help of Prof. Tom Spurling, there are proposed changes in FACS Statutes in relation to FACS Foundation put forward by RACI:

  • 5. Finance
    Proposed Amendment
    Add 

    5.7 The Federation may create a Foundation to manage donations and bequests from Organizations and Individuals for the benefit of Chemistry in the Asia-Pacific region.
    5.7.1 The management of the Foundation will be independent from the operation of the Federation. However, the Governing body of the Foundation will be elected by the Assembly of the Federation.
    5.7.2 The Governing body will submit an annual report to the Executive Committee of the Federation.

17. Future EXCO Meetings/Council Meeting

The 12th GA on October 20, 2003 in Hanoi could be viewed as a Council Meeting. The Secretary General will write to all Member Societies asking each of the Societies sending one representative to attend.

44th EXCO Meeting: will be held on Wednesday, October 22nd, 2003 Hanoi, Vienam (during the 10ACC)

Future EXCO Meetings will be up to Prof Ho Sy Thoang to decide in terms of location and date. Prof. Noller has suggested that The Chemical Society of Thailand could host an EXCO meeting in 2004 to mark the FACS 25th Anniversary.

Both Chemical Society of Vietnam and the Korean Chemical Society will need to have one EXCO meeting during 2004-2005.

18. Other Business
There is no other business being raised.

A phone call was made at 5:10PM to Dr. Johnsee Lee informed him the day's meeting progress and outcome. 

Prof Noller reminded us about the dinner hosted by the RACI at 7:00PM and said that it will be a good opportunity for us all to meet with the RACI full Council.

Prof. Noller adjourned the 43rd EXCO Meeting at 5:30PM.
