Prof Barry Noller, President of FACS expressed his warm welcome to all delegates including the host from Bangladesh coming to the meeting and declared that the 42nd EXCO meeting in Dhaka officially opened at 9:30 AM on January 10th, 2003.
Prof. Noller said that as President of FACS, he has always maintained and he would like the Executive also to be prepared to go to any member Societies' country to attend a meeting of the FACS (National crisis being the exemption). Prof Noller then introduced to the host the FACS Executive Council members: Prof Ho Sy Thoang from Vietnam, President-Elect, Dr. San Thang, Secretary-General from Australia, Prof. T.J. Chow, Chair of Publications from Taiwan, and Dr. Masato Ito, Coordinator of Projects from Japan. He then mentioned an apology which was received prior to the meeting from Dr. Johnsee Lee, Past-President from Taiwan and further said that Datuk Dr. Ting-Kueh Soon, Treasurer from Malaysia will arrive late and join the meeting after midday.
Prof. Noller then said that this is his fifth trip to Bangladesh. He has had many interactions with the members of the Bangladesh Chemical Society over the years and with many chemists including Prof Mosihuzzaman. Prof. Noller said that he is very pleased to see the chemists here are doing well, and the Bangladesh Chemical Society is very strong and is about to celebrate its' 25th Jubilee meeting with a Conference in the next three days. Within the FACS, it seemed to be a time of significant anniversary of Chemical Society. Last year was an occasion of the 70th Anniversary of the Chinese Chemical Society which because of the historical reason, was retained by Taiwan as the Chemical Society located at Taipei. Prof. Noller had an invitation to attend this celebration in Taipei and he was pleased to see the President of the Chinese Chemical Society from Beijing was also able to attend this occasion, representing a good symbol of unity under a wider umbrella. Prof. Noller then mentioned in March 2003, it is the 125th Anniversary of the Chemical Society of Japan and Prof. Noller indicated that he is intending to attend as President of FACS.
The aims of EXCO meeting are to conduct the usual business of the FACS and to advance its objectives with detailed discussion in particular the outcomes of the FACS Awards of the year 2003; the progress with the organization of the coming 10th ACC held in Hanoi Vietnam in October 2003; and the general matters that needed to be dealt with such as initiatives of membership of new Societies that are not yet part of the current FACS.
Prof Noller then called upon and invited Prof Mosihuzzaman, Chairman of the Bangladesh Chemical Society (BCS) to say a few words of welcome. Prof Mosihuzzaman responded by saying that it is a great pleasure for the BCS to play host for this 42nd EXCO meeting in Dhaka and extending his warm welcome to the EXCO delegates coming to attend and take part in the Silver Jubilee Conference. Subsequently, Prof Mosihuzzaman introduced and invited Prof. S.M.A. Faiz, Vice-Chancellor of the University of Dhaka, and followed by Prof. Muhammad Amjad Hossain, Chairman of BCSIR to give their respective welcoming speeches.
The opening session then continued with the two observers giving their welcoming speeches. They were: Prof. Biswapati Mukherjee of the Indian Chemical Society, and Prof. J.N. Oleap Fernando of Sri Lanka, Director of ACEN, respectively.
Prof. Noller announced that a group photograph will be taking before the morning tea break.
For the 42nd EXCO Meeting Agenda, Prof Noller suggested a minor alternation to the order of Agenda, with the Item 11. It needed to be read as 'New Initiatives' with two small items: first is the 'North Korean' initiative and the second initiative is 'Other Societies'. For Item 10, 2003 FACS Awards/Citation would be dealt with first and preferably before lunch and before arrival of Dr. Soon, because he was one of the FACS Awards nominees.
Apologies and Introduction of Delegates
As stated by Prof. Noller, an apology was received prior to this 42nd FACS EXCO Meeting from the Past President, Dr Johnsee Lee of Taiwan. Dr Thang, the Secretary-General also received an apology from Dr Chris Strauss, Director of Green Chemistry.
For introduction of all delegates, Prof. Noller once again introduced one by one around the Table (see Present list above).
2. Approval of Minutes of 41st EXCO Meeting
The minutes of 41st EXCO Meeting held at the Corus 2 Room, Corus Hotel (Formerly Mingcourt Vista Hotel), Jalan Ampang, Kuala Lumpur, MALAYSIA, March 31st, 2002 were approved as presented despite some typographical errors (incorporated after the Meeting). It was moved by Dr Masato Ito (Japan) and seconded by Prof. T.J. Chow (Taiwan).

Further to his opening remarks, Prof. Noller said that since last EXCO meeting in March 2002 in Kuala Lumpur, despite of busy work schedule, he, as President of the FACS managed and devoted some time to the following activities: (i) attended the 70th Anniversary of the Chinese Chemical Society in Taipei, Taiwan; (ii) secured the nominations for the FACS Awards for 2003 and getting the nominations in on-time; (iii) received two requests from the Chemical Society of Japan (CSJ): one was to write a statement reflecting the significant involvement of the CSJ as a major member in the FACS; the second was an invitation to attend the celebration in March 2003 on the occasion of the 125th Anniversary of CSJ; (iv) responded many correspondences, e.g., the World Chemistry Leadership Meeting (will discuss in item of 'other business' later); (v) issued several letters for a Palestinian chemist (working at Prof. Noller's Centre) to take with him when he visited the Gulf region area in August/September 2002; letters have been delivered to Prof Salim Sabri of Sharjah University, U.A.E.; to Prof. Hasan Tayim of American University at Sharjah, U.A.E. and to the Head of Chemistry Department, Qatar University, Doha, Qatar; (vi) went to Hanoi, Vietnam in early October 2002 in assisting the program organization of the 10th Asia Chemical Congress; (vii) held several discussions with RACI in term of next EXCO meeting to be held in Melbourne in May 2003.
Prof. Ho Sy Thoang said that the past few months he had mainly concentrated on the preparation of the next Chemical Congress to be held in Hanoi on October 21-24, 2003. He chaired many meetings of the 10ACC Organizing Committees and many discussions between the Chemical Society of Vietnam (CSV) with Prof. Noller (President of FACS) and Prof. Bertini (President of Eurasia) in terms of organizing the scientific programs together for the 10ACC and the 8th Eurasia.
5. Report on 10ACC and 12th GA Progress
Prof. Ho Sy Thoang reported that the 10ACC will have:
Plenary Lectures: a total of 8 plenary lectures are planned. Through the consensus between the CSV, FACS and Eurasia, the eight plenary lectures are divided into 3 for FACS and 5 for EURASIA.
Sessions
Three Nobel Laureates, namely, Prof. Jean -Marie Lehn of France (Nobel winner 1987), Prof. Ryoji Noyori of Japan (Nobel winner 2001) and Prof. Yuan T Lee of Taiwan (Nobel winner 1986) have all accepted the invitation to be the Plenary Lecturer at the conference. In addition, Prof. Nguyen Xuan Thuy, Vice Minister of Ministry of Industry, Chairman of the Chemical Society of Vietnam will deliver a plenary lecture entitled "Development Strategy of Vietnam Chemical Industry to 2005 and the Vision to 2010".
During the 10ACC, there will be the additional four FACS Award Lectures being delivered, namely, the FACS Foundation Lectureship; the Distinguished Young Chemist Award Lecture; the Distinguished Contribution to Economic Development; and the Distinguished Contribution to Advancement in Chemical Education Award Lecture.
The Chemical Society of Vietnam (CSV) has secured full support in terms of organizing and accommodating FACS delegates in the Daewoo Hotel (600 people) during the 10ACC. Power-point presentation facility is available at the Daewoo hotel. In addition, the nearby Bao-Son Hotel and other hotels will also be used to accommodate Congress delegates if needed.
Registration fee is 200USD for 10ACC and/or 8th Eurasia.
The second circular for the 10ACC is expected at the end of January 2003. A copy of this in electronic version (pdf) should be available on our FACS webpage as well as on the CSV homepage.
FACS projects Director(s) are asked to provide name(s) of keynote speakers. It was suggested that it is essential to have the Vietnamese counterpart on the activity of organizing program/sessions.
It is intended to organize an excursion for participants to explore the beauty of Vietnam. A trip to Ha Long Bay has been proposed. Prof. Ho Sy Thoang will contact Vietnamese Tourism Bureau for this matter.
6. Report by Secretary-General
In September, 2002, the Secretary-General has sent out emails as well as airmails to 'Call for Nominations' for 2003 FACS Awards/Citations to all member Societies with Guidelines attached. The closing date for all nominations was set at Dec 31st, 2002.
Herewith are the Guidelines for FACS Awards/Citations for 2003.
FACS Foundation Lectureship. A nomination is invited from your society for this lectureship. The Lecturer shall be an eminent chemist who has made distinctive contributions to the profession of chemistry. The 2003 award will be in the field of Inorganic Chemistry. The lecture shall be presented at the 10th Asian Chemical Congress, Hanoi, Vietnam, October 2003. The nomination shall contain curriculum vitae contributions to inorganic chemistry in the past 5 years; list of important publications and title of proposed lecture if successful. The nomination shall reach the Secretary-General before the closing date.
FACS Distinguished Young Chemists Award. A nomination is invited from your society for this award. The age of the awardee shall not exceed 40 years of age as of the 1st January 2003. The 2003 award shall be in the field of Inorganic Chemistry. This lecture shall be presented at the 10th Asian Chemical Congress, Hanoi, Vietnam, October 2003. The nomination shall contain curriculum vitae contributions to Inorganic Chemistry in the past 5 years list of important publications and title of proposed lecture if successful. Nominations shall reach the Secretary-General before the closing date.
FACS Award for Distinguished Contribution to Economic Advancement. Nominations are invited for this award. Rules for this award are shown below. The Contribution shall be judged on evidence including lists of papers, patents, and reports on work covering the period 10 years preceding the award; major proportion of work is to be undertaken in a member country of the FACS whilst the candidate is a member of Chemical Society in that country belonging to FACS. The successful applicant will deliver a lecture on the occasion of the presentation of the Award at the 10ACC.
FACS Award for Distinguished Contribution to Advancement in Chemical Education. Nominations are invited for this award. Rules for this award are shown below. The Contribution shall be judged on evidence including lists of publications, projects, innovations, patents and reports on work covering the period 10 years preceding the award; major proportion of work is to be undertaken in a member country of the FACS whilst the candidate is a member of Chemical Society in that country belonging to FACS. The successful applicant will deliver a lecture on the occasion of the presentation of the Award at the 10ACC.
FACS Citations for Contributions to Chemistry and the Chemical Profession. Nominations are invited for the award of up to 3 citations for 2003. Rules for the selection of awardees are shown below. Please advise nominations before closing date.
7ACS FOUNDATION LECTURESHIP AWARD RULES
1. FACS shall establish a Foundation Lectureship which be awarded during a FACS Chemical Conference or Congress held in conjunction with the Biennial General Assembly.
2. The lectureship shall be open to members of member societies of FACS.
3. Nominations for the Lectureship shall be called not less than one year and not more than two years before the date of the Conference or Congress. The Ex-Co may specify the subject(s) for the Lectureship in order to reflect the main themes of the Conference or Congress.
4. Nominations may be made by member societies or by their members.
5. The Lecturer shall be an eminent chemist who has made distinctive contributions to the profession of chemistry.
6. The application shall be accompanied by the curriculum vitae and details of the applicants' contribution to chemistry during the previous fifteen years.
7. The FACS Ex-Co shall establish an Award Committee, consisting of the president, the president-elect and the immediate past president, to recommend the candidate to the Ex-Co.
8. The successful applicant shall deliver the Lecture(s) at the Chemical Conference/Congress. The Lecture shall be provided with a return economy air ticket which will be provided by FACS. The Conference/Congress organizer shall provide local travel, board and lodging. FACS shall present a memento to the Foundation Lecturer.
9. The Lecturer shall undertake to provide a written manuscript of the Lecture to FACS who shall reserve the right to publish it in any of the publications of FACS or in the Proceedings of the Conference/Congress.
10. Unsuccessful nominations made in any year can be considered in subsequent selection exercises, if the applicants so wish, together with any fresh nominations that may be received.
FACS AWARD FOR DISTINGUISHED CONTRIBUTION TO ECONOMIC ADVANCEMENT
The Award shall be made every two years to a member of the Federation who, in the opinion of the Executive Committee of the Federation has contributed significantly towards the economic advancement of the Asian region through the application of chemical research. This contribution shall be judged on evidence including lists of papers, patent and reports submitted to the adjudicating panel (who may seek referees reports).
The work shall cover the period of 10 years preceding the award the major proportion of the work having been done in a member country of the Federation whilst the candidate was a member of the Chemical Society in that country belonging to the Federation.
Nominations, together with supporting documentation from the candidate, and/or referees, must be forwarded by the FACS national contact point to the Secretary- General before the closing date. The award will be made at a FACS associated meeting. If in the opinion of Executive Committee there is no candidate amongst those nominated who has sufficient merit, the Executive Committee may refrain from making an award.
The successful candidate will deliver a lecture on the occasion of the presentation of the Award at the 10th Asian Chemical Congress, Hanoi, Vietnam, October 2003 and the lecture or an abridged version will be published in the FACS newsletter.
The awardee shall be provided with a round trip air ticket by FACS while the host country Vietnam shall provide local hospitality.
FACS AWARD FOR DISTINGUISHED CONTRIBUTION TO ADVANCEMENT IN CHEMICAL EDUCATION
The Award shall be made every two years to a member of the Federation who, in the opinion of the Executive Committee of the Federation has contributed significantly towards the advancement of Chemical Education in Asian region. This contribution shall be judged on evidence including lists of publications, projects, innovations, patents and reports submitted adjudicating panel (who may seek referees' reports).
The work shall cover the period of 10 years preceding the award, with the major proportion of the work having been done in a member country of the Federation whilst the candidate was a member of the Chemical Society in that country belonging to the Federation.

FACS CITATIONS FOR CONTRIBUTIONS TO CHEMISTRY AND THE CHEMICAL PROFESSION
There is a considerable number of chemists who make substantial contributions to chemistry and especially to the progress of the profession over a period of many years.
1. To provide recognition of these contributions through FACS, the Federation has initiated a series of citations.
2. Up to three citations may be awards in each assembly.
3. Nominations may be submitted by Member Societies of the FACS.
4. Nominations for the citation shall include a general statement of the nominees contributions to chemistry and/or the chemical profession together with curriculum vitae and any relevant details of publications, patents and other supporting material.
5. The Executive Committee may appoint an adjudication panel to make recommendations. Executive Committee reserves the right not to make a citation if no suitable applications are received.
6. The adjudication panels recommendations shall be based upon the significant service to the FACS in any of the following areas:
7. Nominations should be forwarded to the Secretary General by the closing date.
8. FACS shall supply citation plaques.
On December 19th 2002, the Secretary-General sent out a reminder to all member Societies for followed up and on Dec 31st, 2002, a total of 10 member Societies have submitted their nominations for 2003 FACS Awards/Citations (see below). Two member Societies, namely, China and Brunei replied via email with no nominations.

Correspondence:
1. Received: An email from Prof David Black, re Biodiversity Recommendations and ask FACS to disseminate to members Societies. A copy of this document
2. Received and replied many emails correspondences. It is worth noting that several emails regarding the FACS Awards/Citations judging issues made by Prof. Andy Hor and Prof. Soong-Ying Lee of SNIC.
3. A request received from the Kuwait Chemical Society asking FACS to provide a brief explanation of the following:
The Treasurer, Datuk Dr Ting-Kueh Soon, presented a detailed report on financial matters to the EXCO. The FACS Trust account kept in Australia was recorded a balance of A$50,781.45 (as at December 31st, 2002). One of the FACS accounts kept in IKM (Malaysia) was recorded with a total balance of RM 53,360.76 as at December 31st, 2002. The Treasurer has gone through the explanation of the receipts and payments in detail to clarify the final balance figure of the FACS account kept in IKM. The Treasurer's Report was moved by the Chair of Publications, Prof. T.J. Chow (Taiwan) and seconded by the Secretary-General, Dr San Thang (Australia).
The Treasurer informed the EXCO that the subscription invoice cannot reach the Hong Kong Chemical Society. Action: the Secretary-General provides a recent contact address of HK Chemical Society to the Treasurer.
The Treasurer further informed the EXCO that several member Societies' current status required serious consideration and reviewing because they have not paid their subscription fee for a long period of time or they have never paid the subscription. The Societies in questioned were: Indian Society of Analytical Chemists (name to be removed); Iraqi Chemical Society (downgraded to observer status) and Russian Chemical Society (remained as observer status). In addition, the Treasurer needs to write to the Indian Chemical Society to advice about their overdue subscription fees since 1994; applies also to the Nepal Chemical Society to advice about their overdue subscription fees since 1998. The EXCO agreed (after considering the received request) to waive the past dues for the Himpunan Kimia Indonesia provided that they pay their 2001 annual subscription fees and beyond. Further, the Treasurer informed the EXCO that a 300 USD subscription for 2002 has been received from the Chemical Society of Thailand. However, the two past dues of 2000 and 2001 have never been received. After a brief debate, Prof. Noller 's suggestion was endorsed by the EXCO and that the Treasurer will write back to the Chemical Society of Thailand and informing the decision of EXCO of waiving their two past dues. For the Kuwait Chemical Society's subscription fee, the Treasurer needs to go and find another Bank that can clear the bank check received.
The Treasurer has put forward resolutions during the meeting and suggested that the FACS account kept in Standard Chartered Bank in Kuala Lumpur, Malaysia be closed and a new account be opened at a bank nearby the Treasurer's working place. This has full endorsement by the EXCO. The resolution was moved by Prof. Noller, President of FACS and seconded by Dr Thang, the Secretary-General. The resolution was signed by the President, Prof Noller, the Secretary-General, Dr Thang and the Treasurer, Datuk Dr Soon and dated on January 10, 2003. The resolution(s) are read as follows: "The Executive Council of the Federation of Asian Chemical Societies (FACS) resolved that the current account No 312-1-0117551-3 at the Standard Chartered Bank Malaysia Berhad, Jalan Ampang Branch, Kuala Lumpur be closed with immediate effect" and "The Executive Council of the Federation of Asian Chemical Societies (FACS) resolved to open a Premier One account and fixed deposit account(s) at the Malayan Banking Berhad in Petaling Jaya, Selangor with immediate effect".
The Treasurer, raised a question on the two items (A$1,100.00 each) listed on the Balance of FACS Trust Account kept in Australia. This was quickly realized as mistakes from the accounting errors from RACI. Action: Prof. Noller and Dr. Thang will talk to the accountant at RACI upon their returning to Australia and make sure the two mistakes will be corrected accordingly and the two A$1,100.00 be put back to the account.

Request for Fund in 2002 in relation to the activities occurred in late 2002 should be made asap, otherwise the fund shall be expired.

Then, Dr. Ito, Coordinator of Projects has put forward the following Proposals for the EXCO to consider.
(1) The Term of Projects
Although the fiscal year of FACS starts in January, the term of Projects has been set from one ACC to the next. This might cause problem in the use of Project seed money every two years, between the Project staffs before and after the Congress.
It is proposed that the term of Projects starts at January 1st of the year next to the ACC year and last for two years. The structure of Projects for the next term is approved by the EXCO meeting at the ACC site, as before. This will enable (i) sufficient time for succession and preparation for the new Project staffs after the ACC and (ii) the previous Project staffs to use the Project seed money by the end of their term.
With this change, the term of the current Projects shall be extended to December 31st 2003, while the structure of the Projects for 2004-2005 shall be approved in the EXCO meeting in October at the 10 ACC site in Hanoi.
(2) Application for the continuation, renewal, and starting of Projects
In relation to the above changes, we shall accept applications for the Projects for the next term. The deadline for application shall be at the end of June (or two months before the ACC in case it is held before August) of the ACC year. By this, we shall have at least one month for consideration of the structure of next projects. The draft of the application guideline is attached in separate pages. If this is approved in this EXCO, the FACS members will have a couple of months for preparation, with the time required for dissemination through member societies considered.
Special proposals of Projects which require urgent action shall be considered by EXCO for discussion and approval.
With the above proposals approved, the calendar in relation to Projects is shown as below. This will help the FACS members prepare for the Projects.

Guideline of the application for the (continuation / renewal / starting) of FACS Projects and Sub-Projects in 2004-2005
1. Outline of FACS Projects
1.1. Objective: Projects and Subprojects are aimed at activation of the specific fields of chemistry in the Asian Pacific region by enhancing international activities, such as communication and information exchange, symposia and workshops, preparation and organization of network, under the banner of FACS. They should work in cooperation with other FACS activities, such as organization of Asian Chemical Congress and publication of FACS Newsletters, as well as with international activities held by FACS member societies and their members. Through these activities, they should contribute to the progress of chemistry and societies in the Asian-Pacific region.
1.2. Structure: The official staffs of a Project consist of one Director and one Co-Director, while the official staff of a Sub-Project consists of one Director. It may have substructures as necessary.
1.3. Project Term: Project term is two years. It starts in January of the year next to ACC.
1.4. Seed Money: FACS prepares seed money for Projects and Subprojects. Seed money for a Project is 500 US dollar per year, while that for a Sub-Project is 200 US Dollar per year.

2. Guidelines for Application
For those who wish to apply for continuation, renewal, or starting of a FACS project are requested to submit a written application in line with the following guideline to the FACS Executive Council.
2.1. Name of Project/Subproject: The name shall be brief (in two to five words) but clearly describing the profile of the project.
2.2. Staffs and Structure: Both the Director and Co-Director should be a member of the societies of FACS active membership. The two should belong to the different societies. Also briefly describe the sub-structure of the project, such as supporting staffs and cooperating groups/organizations as appropriate.
2.3. Proposal of Activities and Expected Outcome: Solid proposal for activities during the project term. The activities planned beyond 2005 may also be included. Note in this case, however, that even if the project is approved, it does not mean that the project shall be extended without application and review after two years.
2.4. Financial Briefs including the use of Seed Money: The seed money is just a 'seed' and the project is strongly encouraged to collect outside funds. Proposal of the use of seed money should also be described.
2.5. Recommendation: Although recommendation is not a requisite, a list of person(s) (with their contact addresses) who are willing to recommend the project and its staff candidates will help the EXCO to consider, in particular, the new project. The person(s) shall better belong to the FACS member societies other than the societies to which the staff candidates belong.
2.6 Address for Submission: The application is submitted either in an electronic (text, html, Word 98, or pdf file) or printed form to the FACS Coordinator of Projects:

2.7 Deadline: The application should be arrived at the above addresses no later than June 30th, 2003.
2.8 Results: Applications are examined by the FACS Executive Council and the results will be announced soon after the 10th Asian Chemical Congress (in Hanoi Vietnam in October 21-23, 2003).

Professor Sane, who mentioned retirement from directing LCI portion of Sub-project LCI-LCP, requested the continuing support of LCP portion of his activities, together with a brief report for 2001 attached.
I think that this should be reported to EXCO members for confirmation considering the following situations:
(1) Professor Sane's request has been made last December at the 40th EXCO meeting by himself and received favorable response, and
(2) Professor Noller, the President, once suggested that another Sub-Project would be possible in case an appropriate request is presented.

Thank you very much for sending the list.
I will keep this and show it to EXCO members in case it is requested.
The grant will be able to send to you together if you do not mind receiving it in 2003.
I submitted your request to the EXCO members for discussion with e-mails for quicker decision, but some member prefers that decisions shall be made at the meeting, so the decision might only be made at the next meeting (January 2003). Nevertheless, I will forward your request of fund for 2002 and 2003.
(1) Over viewing the list, I noticed that all the receivers were Indian schools. Considering the international nature of the activities of FACS Projects, the activities of Low Cost Publication sub-project should also be international. That is, those books shall also be delivered schools outside India. I understand that sending books overseas take a lot of cost, so I suggest you to take advantage of any opportunities to deliver them to overseas schools, such as your visits to other nations and your meeting people from overseas. Either you use the FACS seed money for the international part of the activities or not will not matter, for the seed money could only serve as a partial support for your LCP activities in total.I expect to find a record of such international activities in your report in 2002.
(2) Will you please let me know of the price list of the books and the contact address of the publisher for order of purchase? I will forward them to ACEN home page and mailing list.

Dear Prof. Ito: The list is attached. These schools were the winners in a Chemistry Quiz competition. Please note that the prize for each school contained a set of books out of which two books were from the FACS grant. Since the seed money is a small amount, I wonder if the grant for 2002-2003 can be sent together. This will effect some percentage saving on the bank charges.

Summary of Discussion and Decisions on the Report and Proposals presented by Coordinator of Projects
Summary of Projects
(1) 2002 Seed Fund for APFAN and ANGC
The EXCO approved that the 2002 fund shall only be carried over for the 2003 activity only if it is promptly requested by the respective Project Directors. The Directors of APFAN and ANGC are requested to notify to the Coordinator of Projects as soon as possible (by February 3, 2003) if the carry over is required. Otherwise, the 2002 fund will expire accordingly.
(2) 2002 Seed Fund for ANRAP
Professor Mosihuzzaman, the ANRAP Director, reported that the One-Week Workshop originally planned in September 2002 in Karachi is suspended to 2003. He requested to carry over the 2002 fund to 2003 for supporting the Workshop and it was approved by the EXCO.
(3) Request for LCP Sub-Project from Prof. Sane
The EXCO approved Low-Cost Publication directed by Professor Sane as a new sub-project in the 2001-2003 term. The seed fund may be used for the distribution of the books, which were published in relation to the past LCI/LCP activities, on international basis.
Proposals from the Coordinator of Projects
(1) The Term of Projects
The EXCO approved the proposal of the change in the system of the term of Projects. In the new system, "the term of FACS Projects starts at January 1 of the year next to the ACC year and last for two years".
As usual, the structure of the Projects in 2004-2005 will be approved in the EXCO meeting in October at the 10 ACC site in Hanoi.
In this regards, the term of the current Projects was extended to December 31 2003.
(2) Application for the continuation, renewal, and starting of projects (Important!)
The proposal by the Coordinator of Projects was basically approved by the EXCO. The proposal shall be distributed to the current Project Directors and Co-Directors for queries and comments on its details. The queries and comments is forwarded to the EXCO members and are considered in modification of the proposal. The proposal, after appropriate modification, will be finally approved in the next EXCO meeting in May in Melbourne Australia. The "Calendar of
FACS Projects" for 2003 will be modified accordingly.
Every Director and Co-Director of FACS Projects and Sub-Projects are requested to review the proposal (in CoPro021231.doc), the part "Guideline of the application for the (continuation / renewal / starting) of FACS Projects and Sub-Projects in 2004-2005 (Draft)" in particular. Any queries in the proposal, please do not hesitate to ask the Coordinator of Projects for reply as soon as possible. Any comments to the proposal, please also let Dr. Ito know at your earliest convenience but preferably by the end of February 2003.
Other Items related to Project Directors
The Chair of Publications, Prof. Tahsin J. Chow will ask the Project Directors to contribute articles introducing their respective Projects: one or two articles per issue of FACS Newsletters. The Coordinator of Projects will arrange the order of contribution, while the offers from Project Directors will be considered as appropriate.
The Sub-Committee of Awards/Citation Judging Panel for the FACS Awards/Citation 2003 included the President, Prof. Noller; President-Elect, Prof. Ho Sy Thoang and the Past-President, Dr Johnsee Lee. They met on Tuesday evening (5:30pm - 10:00pm) of January 7th, 2003 in Bangkok, Thailand to debate, select and finalize the winners of the 2003 FACS Awards/Citation. The selection of the final Awardees was fully in accordance with FACS Statutes and rules set in the Guidelines. The final decision was unanimous. It should be noted that all current Awards' candidates are not (and will not be) excluded in future re-nomination again.
